Cag Of India,Comptroller and Auditor General (CAG):

Scandal involves the sale of scarce electromagnetic spectrum by the Department of Telecommunications (TDoT) under Raja at”unbelievably low prices” to selected companies, resulting in losses to the government that could be as high as $39 billion, according to a report submitted by the Comptroller and Auditor General (CAG), the federal auditor, to parliament.

Union Finance Minister, Shri Pranab Mukherjee said that Ministry of Finance would like to have detailed reports from CAG on the quality of expenditure being incurred at the grassroots level in implementing various socio-economic and flagship programmes and whether these programmes are achieving their desired objectives and improving the quality of life of our people. Shri Mukherjee further stated that with its vast All-India jurisdiction covering the Central and State Governments, public sector undertakings and other government-funded agencies, the organisation of C&AG is ideally placed to trace the rupee to its ultimate end-use.

Shri Mukherjee was speaking at a function in Vigyan Bhawan today organised to mark the occasion of 150th Anniversary of the Institution of Comptroller and Auditor General of India.

The Finance Minister, Shri Mukherjee said that the government would like to have periodic report cards from CAG on the implementation of aforesaid flagship and socio-economic programmes in different parts of the country, so that the Government can take appropriate mid-course corrective action, in a timely manner.  Shri Mukherjee further added that the Ministry of Finance would like to have a report from CAG to make an assessment of how the country is progressing towards fulfilment of the Millennium Development Goals by the targeted date, what is the position in individual States, and what more needs to be done by all of us. He further asked CAG to analyse the causal link between the multifarious development programmes and key performance indicators, so that we have a better idea of how much value is being derived from each rupee being spent.

The Finance Minister welcomed the CAG’s initiative in bringing about synergy between his audit and social audit to assess the outcome of our expenditure on social sector schemes.  The Finance Minister said that he would like the CAG to analyse the areas where there are leakages in Government revenue and recommend corrective measures to increase not only the tax but also the non-tax receipts.
